Nacido en Chillán Viejo (Chile) en 1950, pero radicado en Barcelona desde 1975, Víctor Ramírez estudió pintura y artes gráficas en la Universidad de Chile y en la Universidad de Concepción entre 1969 y 1975. En sus inicios en España, trabajó como pintor y artista gráfico, y comenzó a interesarse por trabajos artísticos no tradicionales como las instalaciones y el arte público. Realiza los grabados de todas las cubiertas de la colección de poesía de Vaso Roto.
